The fourth and last faction are the Doves, that stay mostly hidden and are not allowed to state their true occupation. The Doves are the FCC information network, often times tasked with snooping out whole governments and royal courts, but cities, merchants and other organizations as well. Only the supervisors and respective councilors know who is a Dove and how many there are.
