Emmanuel Kayser (character)
Councilor of the FCC and responsible for the prestigious Bulls. Since his faction is the smallest, he is not only the head of it, but one of the faction-leaders hand-picking candidates for the harsh and long training to become a bull.
He was the first to propose a personal Bull for every council member, starting with the chairman, as an easy way to get the FCC to prioritize his faction in the selection method of all applicants. In his opinion, the Bulls should not only be the most prestigious, but the most cared for, since they are trained to stay sharp for a lifetime.
As one of the oldest and longstanding
members of the council, he is used to his opinion weighing a lot and
throws his seniority around. Still he is one of the most cautious and
calculating members, making sure the FCC follows a direction to ensure
its future standings in the world.
