Regarding Doves (note)

The process to chose who is suited to become a Dove is not one
widely known. Only the members inside the faction know of it. The
general characteristics that are important for this line of work, are
quite obvious, but even so some seemingly fitting applicants were
rejected. It seems that what the faction is looking for changes every year.
Their training lasts normally around a decade, and starts as early as being 6 years of age.
Inside the faction itself are different subdivisions, making sure that the trainees learn what's most important for their line of work. Not every Dove is being trained to be an information broker or a spy. Some are explicitly trained in scouting out royalty, while others are learning to gather intel about special kinds of people. For every sort of intelligence to gather, there probably is a perfectly trained Dove.
