Montshwari Lore (character)
She is the head of the Doves and the oldest council member to be in office, as well as one of the few people knowing all members in her faction. As the de-facto head of a world-wide-information-network, her voice holds a lot of power. Rumor has it, she knows all dirty secrets to overthrow any political party if she so wishes, same as with anyone in the FCC in general. For anyone outside of her circle, she is the most fearsome person in the whole organization.
So she herself proposed to the chairman that all her dirt and anything she does, are under careful surveillance by people the chairman trusts to do that. To remain the balance of all things as she would put it.
She is a calm and rational person, and even despite her age, she has a sharp mind and pays close attention to everything happening around her. The before mentioned circle around her are her most trusted Doves and a higher member inside the ranks, oftentimes called her "advisor".
